Stuart joined the MCIE team in January of 2025. With twenty-three years of school-based administrative experience and seven years of teaching experience, Stuart is a transformative leader who understands the barriers that lie in the way of inclusion. As principal of Elkton Middle School in Cecil County Maryland Stuart collaborated with his staff and central leadership to participate in the Schoolwide Integrated Framework for Transformation (SWIFT). The SWIFT framework aligned with the school improvement model that Stuart created while conducting research at Wilmington University to earn his doctoral degree in Innovation and Leadership. In his thirty-year career in public schools, Stuart has mentored Assistant Principals, new teachers, and veteran teachers to bring about systemic change that focuses on the well-being and education of all learners.
